When you start a pipeline to commit and deploy without a broker or topics cannot be found, some of the data is captured. It appears the data was captured successfully; however, when you attempt to stop the pipeline, the stop state is not executed. The data was not captured because the broker was unresponsive or the topics were empty.

Note: It is recommended to create a pipeline with topics before committing and deploying.
